Third parties—fine collection notices

You may be issued with a fine collection notice (FCN) for the redirection of a debt if it has been identified that you hold monies payable to the debtor.

If you receive an FCN, you must deduct the amount noted on the FCN and pay that to the Registrar of SPER within 7 days. It is your responsibility to give the debtor written notice of the amount deducted. Late payment or failure to comply may result in penalties or prosecution proceedings against you.

Complete an FCN Bank Return (Form 3021) (PDF 340 K) and return it to us, together with the payment.

The FCN third party guide (PDF 525 K) gives more information about your obligations, including how and when to make payments. It also contains answers to a number of frequently asked questions.

You can contact us by:

If the debtor has any queries about an FCN, tell them to contact us.
